Restore Biome
Puts a region back the way a paint snapshot recorded it.

Behaviour
Restoration runs off the main thread and is grouped by biome, so a large region is put back in a few scheduled passes rather than one write per cell.
If the snapshot does not exist, or refers to a world that is no longer loaded, the action logs it and does nothing — it never guesses at a fallback.
Leave consume off when a zone is painted and restored repeatedly; turn it on for a one-shot event
so the file does not linger.
